Fran Donnelly was the HR Manager at Merthyr Council when she (with the Monitoring Officer) covered up her failure to properly deal with a whistle-blower report on a Safeguarding Child Protection incident at Ynysowen Primary School in February 2016.

She also played a major part in the unfair dismissal of the whistleblower.

Only had a short dealing with Fran but found her very honest, in my opinion.

That’s fair enough. 

You can only hold an opinion on a person based on the dealings you have had with them.

In your case, you say your dealings were short.

All I would ask is that you form an opinion based on the information in my posts.

It’s not just my opinion.

It is all based on facts.

Even the Judge at an Employment Tribunal stated that her attitude was flippant and that the panel were more inclined to believe the Snr HR Officer’s account of what had happened between them than Fran Donnelly’s account.
