The Council did eventually unfairly dismiss the officer. Fran Donnelly was the HR Manager at Merthyr Council when she (with the Monitoring Officer) covered up her failure to properly deal with a whistle-blower report on a Safeguarding Child Protection incident at Ynysowen Primary School in February 2016.
