This sums up perfectly the In-House investigators at Merthyr Council.

Administrators that have no investigative qualifications.

At Merthyr Council, in 2012, a Senior HR Officer was suspended for 18 months while internal investigators made such a debacle of the investigatory process that the CEO of the Council had to issue a letter of apology to the victim expressing the hope that nothing like it would happen again *(see blog post below).

But it did happen again in June 2016.

On this occasion, the Monitoring Officer played a blinder.

She didn’t attempt to terminate the same employee following the usual grounds of misconduct, capability or redundancy.

She chose the much easier, less rigorous route of a fabricated SOSR investigation.

She succeeded in dismissing the employee, albeit unfairly, in January 2017.
