The Council’s Constitution does not require a resolution to enter the minutes into the record.
The Council’s Constitution stipulates that minutes of committee meetings be presented for approval to the next (suitable, i.e., not a special meeting or an extraordinary) meeting of the committee
Note Minute No 888 does not state that the minutes be entered in the Formal Record.

“To approve and enter into the record the minutes of the
following meetings:”The minutes should match the agenda item.
Note: Minute No 896 states that the Monitoring Officer gave advice on the proposed additional recommendation.
As there is no indication of the details of the advice given, there is no way that the Monitoring Officer can ever be held accountable for the veracity of the advice.
