What are the Formal Records of Merthyr Council?



The Formal Records of Merthyr Council, according to the Constitution, are the approved minutes, agendas and report packs of each Council meeting.

The Monitoring Officer of the Council would have you believe that draft minutes of Committee Meetings need to be approved by the Full Council in order that they may be entered into the Formal Records.


This, of course, is only true in the Monitoring Officer’s head.



It is not true in the real world.

The Council’s Constitution does not require that draft minutes of Committee Meetings must be approved by the Full Council to be entered into the Council’s Formal Records.

The Constitution stipulates that the approved minutes of all meetings ARE the Formal Records.

The Full Council is due to consider a draft of the Council’s New Constitution, as drawn up by the Monitoring Officer.

The Councillors must ensure that the Monitoring Officer is not allowed to CON them into approving a New Constitution that changes procedures to suit her own personal requirements rather than those recommended by Wales.gov.uk.
