The Mayor would, for each meeting, refer the minutes to the members, page by page, for accuracy.
The Mayor would then ask if there are any questions and comments.
The Mayor would then ask the members to vote to approve the minutes as a correct record of the business of the meeting.
The Mayor would then follow this process for each set of minutes for each meeting.
What a waste of time I hear you say.
I agree that it would be a total waste of time for the Full Council to follow this process.
That is why this process of good governance practice, for the approval of the minutes of committee meetings, should be dealt with by each committee and not by the Full Council.
Despite what the Monitoring Officer says, the draft minutes, once approved by each committee, will automatically be part of the Council’s FORMAL RECORD.
The minutes continue to be written in a way that does not reflect what actually happens in the meeting.
There was only ONE resolution, not SIX resolutions, to approve all the minutes.
There was also no reference to the fact that the draft minutes had all been circulated previously to Councillors with a request to confirm their accuracy and that no responses had been received regarding their possible inaccuracies.
Merthyr Council continues to be the only Council in Wales that does not allow it’s Committees to approve, as correct, the draft minutes of their previous meetings.
A Committee Member raised the question of receiving a copy of previous Minutes with the agenda pack together with including the responses of Officers to questions raised.
Reference was also made in relation to clarity on actions.

12th July 2025 260 Questions from a member of the public The Mayor read out the following question that had been received from a member of the public: “Has the WAO Report on the Review of Whistleblowing Arrangements relating to Safeguarding at Merthyr Council ever been considered and discussed at any official Council Meeting. This is an AI review of this post https://x.com/i/grok/share/RddjJAr7sqMIByakKEm8noA6R One of my favourite pastimes is to compare the Draft Minutes and the video stream of a meeting of the Standards Committee. I know – Sad, isn’t it? Now I have no wish to criticise whoever is responsible for writing the minutes, but it would appear…
Minutes Not Fit For Purpose My first post related to THE MINUTES of Merthyr Council meetings was first published in October 2019. (See below): https://merthyrcouncilcoverupblog.home.blog/2019/10/08/merthyr-council-minutes/ Audio file This audio file is a record of Carys Kennedy, Monitoring Officer, misleading the members with her absurd explanation why draft minutes are confirmed by the Full Council and…
I have heard this from a reliable source: Minutes of meetings In a bid to address the question of openness and transparency, from September, the Council will be taking minutes back to the committees for approval rather than taking them to Council. This will bring the Council in line with other Welsh Councils and provide…

My post on the Welcome to Merthyr FB group For the special attention of Councillor Geraint Thomas, Leader of the Independent Group at Merthyr Council. I don’t see how the independent group can say that their members will not vote to approve the draft minutes of any committee meeting that they didn’t attend. Unless there…
I have not seen the draft minutes of the last meeting of the Full Council, but I was in virtual attendance. The agenda item for the approval of draft minutes followed the usual process. The following blog post deals with responses to a FOI request sent to all Welsh Local Authorities asking what process they…

Merthyr Council is the only Council in Wales that does not allow the committees to approve the minutes of their own meetings.
How was what Councillor Geraint Thomas actually said recorded in the minutes? The Minutes “In response to a comment from a Councillor an officer advised that an administrative error was to blame for the recording of the last Full Council being edited prior to publication and that it had been replaced with the original recording…

If you watch the above extract from the meeting of the Full Council held on Wednesday, 5th March, you will see that Councillor Kevin Gibbs abstained from voting for the approval of the draft minutes of the 17 meetings listed on the agenda. We only know that he abstained because he was attending the meeting…

There must have been a change in the legislation on recording minutes of meetings Pleased to note the new format of the minutes, which is now recording the answers to the questions raised and also the persons providing the answers. Well done to the Democratic Services Department. What the Monitoring Officer has said …….we have…
Why would the Monitoring Officer want to exclude any part of this conversation from the minutes Transcript taken from YouTube video stream 34:06 Andrew Barry: It’s more a general point. We had a discussion in the group this week about agreeing the minutes and 34:13 it comes up quite regularly in terms of if you’re…
