If you were the Monitoring Officer of a local authority, this is one example of how you would misinform and mislead your Councillors and their electorate.

The post-meeting clarification

The statement on this post-meeting clarification added to the Agenda for the Full Council Meeting held on 12th November 2025 is a blatant effort by the Council’s Democratic Services Department, led by the Monitoring Officer, to misinform the Councillors and the electorate of Merthyr Council, regarding the suppression of an Audit Wales Report on the Review of Whistleblowing Arrangements relating to Safeguarding at Merthyr Council.

My clarification of the post-meeting clarification

This is my clarification of the Council’s post meeting clarification:

The report was NOT placed before a meeting of the Audit Committee on 20th November 2022.

To that matter, THE REPORT has NOT been referred to a Council meeting and discussed and debated.

The report presented to this committee was an Officers’ report which referred, incorrectly, on the findings of THE REPORT.

At no time has THE ACTUAL REPORT been considered and discussed at any Council Meeting.

To reiterate, the Council’s post meeting clarification does not clarify the matter.

It continues to misinform and mislead.

When is a door not a door?

The suppressed report
