Councillor Andrew Barry is the Deputy Leader of Merthyr Council.

He is the Cabinet Member with the portfolio for Governance and Resources.
As the Cabinet Member with the portfolio for Governance and Resources Councillor Barry has responsibility for all matters relating to Governance. This includes ensuring that the Council and its Officers work in compliance with the Council’s Constitution at all times.
In my opinion, Councillor Barry is failing in his duty to ensure that this compliance exists.
Councillor Barry must understand that the Monitoring Officer and all the other Senior Officers are responsible to the Council for ensuring that they work in compliance with the Council’s Constitution at all times.
It’s time for the ‘dog to start wagging the tail’.
