The things one had to do to employ an HR Manager that followed orders and got the job done.

Merthyr Council appeared to have had some difficulty, in the past , in retaining their HR Managers/Heads of HR and Organisational Development.

Each time one of these officers resigned from their employment with the Council, meant that an existing Senior HR Officer, Chris Jones (CJ), was moving further up in the pecking order of seniority of officers in the HR Department.

This situation made the Monitoring Officer very nervous.

The final straw, of course, was the resignation of Lisa Jones from her post.

The Monitoring Officer had to do something drastic at this point

That something drastic was to appoint Fran Donnelly (FD) as the HR Manager/Head of HR and Organisational Development.

An Officer with no qualifications in HR and with no experience of working at a senior level as an HR professional.

The next drastic thing that needed to happen was to find the means to finally remove CJ once and for all.

The catalyst for this need to get rid of CJ was the failure of FD to properly deal with a Safeguarding of Children issue reported to her by CJ.

Rather than deal with this issue the Monitoring Officer and FD decided to make a scapegoat of CJ.
