Gareth Chapman, retired CEO of Merthyr Council, did apologise for the debacle of an investigation that was conducted over a period of 18 months from July 2012 to January 2014 which involved an 18 month suspension from work for the victim of the so-called investigation.
However, no investigation was carried out regarding the cover-up of Safeguarding failures at Ynysowen Primary School and the Council from February 2016 that resulted in the unfair dismissal of the same victim of the previous debacle (see above) in January 2017.

But hiding the truth included not only deliberate concealment but telling half-truths or not telling people what they had had a right to know.
There had been a lack of openness, inquiry, accountability and elements of “downright deception”, including destroying documents.
