Constitutional Dickery at Merthyr Council

Constitutional Dickery

I came across this terminology in a newspaper article today.

The dictionary definition for the word dickery is reproduced below:


Foolishness, hijinks.

Fussing about ineffectively, sometimes causing damage.

If it weren’t for your dickery the job would be done by now.

I immediately thought that this was a very apt description of the system of governance practised by the Monitoring Officer at Merthyr Council when creating a new Constitution for the Council.

All the other councils in Wales have created new constitutions.

Merthyr Council is the only Council not to have done so, yet.
