It could only happen at MERTHYR COUNCIL.

Where confirming the minutes of a Council Meeting, as a correct record of the business of the meeting, doesn’t actually mean confirming the minutes are a correct record of the business of the meeting.

Strange but true.

The Monitoring Officer of Merthyr Council is responsible for ensuring, amongst other things, that the Council always acts in a way that is in compliance with the Council’s Constitution.

At a meeting of the Full Council held on 5th October 2022, a question was raised by a Councillor regarding the Full Council being asked to approve the minutes of 7 committee meetings.

He was a new Councillor and asked for clarification as he could not understand how it was possible for him and any other Councillors to be expected to confirm that minutes of committee meetings were a correct record if he and the others had not attended the committee meetings.

The Monitoring Officer then ‘clarified’ the situation.

At another meeting of the Full Council held on 11th January 2023, the Monitoring Officer attempted to get her draft of the New Constitution approved .

This draft had been updated to change the rules on presentation of minutes so that her process would be in compliance with the Constitution.

Fortunately, the Councillors decided to defer consideration of the New Constitution until such time when all the Councillors could receive detailed explanations from the Monitoring Officer for the changes she was suggesting.
